Administrative Labor Relations Analyst Guide
This is a management class of positions with several Assignment Levels. Administrative Labor Relations Analysts under varying levels of managerial or executive direction, with varying degrees of latitude for independent initiative, judgment and decision, in a City agency or central headquarters or community school district of the Department of Education of the City of New York, perform difficult and responsible managerial work in such fields as labor economics, labor market research and analysis, employee benefits, and all issues and programs affected by collective bargaining, including the handling of grievances and the negotiation of complex settlements; are responsible for directing the operations of one or more units involved in research and analysis in support of labor relations activities; recommend new research programs or changes in established programs to meet the goals of the agency; establish and maintain cooperative relationships with other public and private research and benefit groups for the purpose of exchanging information and developing new programs; on behalf of the Chancellor, Deputy Chancellor, Community Superintendent, appropriate Executive Director or equivalent bureau head, are responsible for the implementation of Department of Education policy in the area of school labor management and administration; or perform assignments equivalent to those described. All Administrative Labor Relations Analysts perform related work.
SALARY RANGE
Salaries will be commensurate with the level of responsibility of the managerial assignment and will be consistent with the Managerial Pay Plan.

Key Job Duties
What you will act and execute daily upon appointment:
- Perform difficult and responsible managerial work in such fields as labor economics, labor market research and analysis, employee benefits, and all issues and programs affected by collective bargaining, including the handling of grievances and the negotiation of complex settlements.
- Direct the operations of one or more units involved in research and analysis in support of labor relations activities.
- Recommend new research programs or changes in established programs to meet the goals of the agency.
- Establish and maintain cooperative relationships with other public and private research and benefit groups for the purpose of exchanging information and developing new programs.
- On behalf of the Chancellor, Deputy Chancellor, Community Superintendent, appropriate Executive Director or equivalent bureau head, take responsibility for the implementation of Department of Education policy in the area of school labor management and administration.
- Perform related work and equivalent managerial assignments across City agencies.
Filing & Appointment Eligibility
Candidates must fulfill these rules BEFORE certification:
- Requirement 1: A master's degree from an accredited college or university in business or public administration, economics, labor or industrial relations, statistics or a closely related field and four years of satisfactory full-time professional experience in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics, economic planning or a related area, 18 months of which must have been in an executive, managerial, administrative or supervisory capacity (supervision must have included supervising staff performing professional work in these areas).
- Requirement 2: A baccalaureate degree from an accredited college or university and five years of professional experience, including the 18 months of executive, managerial, administrative or supervisory experience as described above.
- Requirement 3: Education and/or experience equivalent to Requirement 1 or 2. Graduate education in the specified areas may be substituted for experience on the basis that 30 semester credits is equivalent to one year of experience. However, all candidates must possess a baccalaureate degree from an accredited college or university and the 18 months of executive, managerial, administrative or supervisory experience.
- Executive/Managerial Definition: Executive, managerial, or administrative work experience includes the authority to make critical decisions about matters of significance.
- Deadlines for Requirements: The education requirement needed to qualify must be met by September 22, 2027 (Section 54(2) of Civil Service Law). The experience requirement needed to qualify must be met by the last day of the Application Period (September 22, 2026).
- Residency Requirement Advisory: Under NYC Administrative Code Section 12-120, you might need to be a resident of the City of New York within 90 days of the date you are appointed. Consult the appointing agency's personnel office at the time of appointment interview.
- English Requirement: You must be able to understand and be understood in English.
- Proof of Identity: Under the Immigration Reform and Control Act of 1986, you must be able to prove your identity and right to obtain employment in the United States prior to employment.
Computerized Examination Pattern
Education and Experience Exam (EEE) evaluated via OASys. Candidates receive 70 points for meeting minimum education and experience requirements, plus up to 30 additional points for satisfactory full-time executive, managerial, administrative or supervisory experience in labor research and analysis or labor economics (up to 30 points for 3+ years in government, or 5+ years non-government).
Special Working Conditions
Operational environments and agency-specific criteria:
- Shift Schedules: Administrative Labor Relations Analysts may be required to work various shifts including nights, Saturdays, Sundays, and holidays.
- Managerial Pay Plan: Salaries are commensurate with the level of responsibility of the managerial assignment in accordance with the Managerial Pay Plan.
