MEMORANDUM & OPERATIONAL DIRECTIVE

1.0 Operational Directive 402: Inmate Movement and Security Key Accountability 1.1 General Escort Protocol: All incarcerated individuals classified as Maximum Custody (Red Security Placard) require an escort ratio of two (2) Correction Officers during any unscheduled movement outside their assigned housing tier. 1.2 Mechanical Restraints Inspection: Before initiating an escort, the secondary escort officer must physically inspect and confirm that mechanical wrist restraints are double-locked with keyholes facing outward and toward the fingertips. Under no circumstances may restraints be applied loosely or without verifying the double-lock pin engagement. 1.3 Key Segregation Standards: Under no circumstances may an escort officer carry the tier entrance brass master key and the cell mechanical padlock key on the same lanyard ring. These keys must remain segregated on distinct colored clip lanyards to prevent key compromise. 1.4 De-escalation Requirement: If an individual displays active resistance or physical refusal, the escorting officers must immediately hold position, establish verbal containment, and contact the Central Control Room (CCR) for Supervisor dispatch before proceeding further. *end of exhibit*
